DPO Advisory: Basic Practices of Data Privacy

As we welcome the new Academic Year 2023-2024, the University Data Privacy Office (DPO) would like to remind everyone of the basic practices in support of our university’s Privacy Policy.

• Please review our Privacy Policy. It will take only a few minutes of your time but can save us hours and valuable resources from potential disputes.
• Any UA&P faculty, staff, and student who collects, controls, and/or processes sensitive personal information is considered either a Personal Information Controller (PIC) or a Personal Information Processor (PIP) and is therefore subject to the provisions, liabilities, and penalties for any violation of our Privacy Policy in accordance with the Data Privacy Act of 2012 (Republic Act No. 10173 and its Implementing Rules and Regulations).
• As PICs and/or PIPs, please exercise caution as regards protecting the personal data and information about our students, their parents or guardians, our full-time and part-time faculty and staff, and our clients and customers, such as (among many others):
  
  • Name, address, important dates, academic and professional background, e-mail address.
  • Grades, test results, essays, and exams, etc.
  • Disciplinary action.
• In high-traffic areas, such as office lobbies, faculty lounges, classrooms, or even tables or desks, please put your laptop or desktop screens to sleep when unattended, and try to limit access by unauthorized persons to your work space. Units that allow temporary personnel to process information (e.g., digitizing student or personnel records) should guard against possible data privacy violations.
• When you leave your workstation, please cover all sensitive documents, store them temporarily in a secure location, place them inside a large envelope, or cover them with an opaque material.
• Never disclose personal information without the permission of the person concerned, unless the student is a minor or under 18 years of age (in which case the guardian can be granted access to the minor’s personal information). The personal consent of the student aged 18 or over is needed for the grade or school performance to be shared with others, even with the parents.
• Different units within the university can share personal information provided it is in accordance with improving the university’s services and the student’s educational experience. Sharing information should be done through a formal request (even if emailed) from the Head of the requesting unit to the Head of the unit that controls the information, who has to then formally approve the request before sharing the information.
• When sending emails to multiple addressees, whether inside or outside the University (e.g., marketing blast, thank you notes, invitations to activities), please use the blind carbon copy (bcc:) feature, and not the carbon copy (cc:) or general addressee (To:) features because doing so would inadvertently share with all the recipients the email addresses of persons who have not given their permission for you to do so.
• When you become aware of a data breach or a privacy violation, email our office immediately at [email protected] so we can take the necessary precautions as provided by the Law.
• Ideally, according to the law, each Unit of the University should identify its own Data Protection Officer whose main task is to ensure that the Unit complies with the Privacy Policy of the University.

CRC is offering a Data Protection Officer Foundational Course that runs for five days in August 2023. 

We would like to encourage all Schools and Units of UA&P to encourage at least one faculty or staff member who could be designated as the School or Unit Data Protection Officer to attend the course. UA&P faculty and staff are eligible to receive a discount on the fee. This course is accredited by the National Privacy Commission (NPC) and is one of the reasons why our university has been recognized as a leader in the field of data privacy.

UA&P Law Forum on the Politics and Ethics of Abortion 

UA&P Law invites everyone to its forum "A Question of Life: The Politics and Ethics of Abortion" on August 18 (Friday) from 2:00 pm to 5:00 pm at the PLDT Hall, 4/F APEC Communications Building, University of Asia and the Pacific. Registration starts at 1:30 pm.

The speaker is Dr. Calum Miller, an ethicist, philosopher, and doctor. He graduated from the University of Oxford Medical School and practices in the UK. He also teaches Philosophy at the University of Oxford, where his research focuses on abortion policy in practice. Dr. Miller regularly appears in the UK media to speak on abortion issues and has presented to a wide range of professionals and parliamentarians around the world on the subject.
