UA&P, BCDA discuss strategic collaboration for nation-building
On March 10, 2026, the University of Asia and the Pacific (UA&P), led by its president, Atty. John Philip Yeung, hosted a luncheon meeting with Bases Conversion and Development Authority (BCDA) President & CEO Joshua “Jake” Bingcang and his team to explore potential areas of collaboration. The discussions focused on executive and continuing education, research, and sustainability initiatives that UA&P could offer. The BCDA delegation also outlined the agency’s priority projects to further enhance foreign direct investments, job creation, and talent development.

John Philip Yeung, UA&P President; Engr. Joshua Bingcang, President & CEO of BCDA; Atty. Elvira Estanislao, Senior Vice President of the BCDA Corporate Services Group; Mr. Daryl Angeles, OIC of the BCDA Human Resource Management Department; Mr. Darryl Garcia, Technical Assistant to the BCDA President and Head, Masterplanning Unit; Ms. Valerie Bringas, Fund Development Officer; Ms. Rio Larracas, Office Manager of the UA&P Center for Research and Communication; Ms. Karla Bulan, Faculty and Researcher, UA&P Center for Social Responsibility; and Mr. Rene Mamauag, Executive Assistant of the BCDA OPCEO.
Established under Republic Act No. 7227, BCDA is mandated to convert former military bases into productive civilian centers that drive economic growth. The agency has led the development of major urban and infrastructure projects, including Bonifacio Global City and New Clark City, as well as key infrastructure such as the Subic-Clark-Tarlac Expressway and the expansion of Clark International Airport.
BCDA continues to advance major initiatives in 2026. In February 2026, the agency moved forward with a ₱2.5-billion public-private partnership to develop the information and communications technology backbone of New Clark City through an open-access fiber network. Around the same period, BCDA partnered with ACWA Power to explore the development of a renewable energy facility in the area. Recently, BCDA signed an important Memorandum of Understanding (MOU) with the Department of Tourism that reflects a broader effort to position New Clark City as both a center of athletic excellence and a destination that drives tourism and economic opportunity in the Philippines.
The meeting underscored the shared commitment of both institutions to contribute to nation-building. While UA&P has long partnered with the private sector, the University also seeks to support key public institutions that have a critical role in the country's development. BCDA is a strategic partner given its central role in advancing infrastructure and investment across the North Luzon Economic Corridor, particularly in the rapidly developing Subic–Clark–Tarlac growth area.
